Meet Our Team

Strong leadership is at the core of HDC’s continued impact in Bergen County.

Executive Director Joe Rutch brings decades of experience in community development and public service throughout the region. His background includes leading large-scale revitalization efforts and advancing initiatives that support sustainable, inclusive communities. He previously served as Bergen County Community Development Director for eighteen years and currently serves as Borough Administrator for the Borough of Cliffside Park. Joe also contributes his expertise as a member of the Bergen Volunteer Medical Initiative’s advisory board.

At the Housing Development Corporation of Bergen County, Joe works alongside a dedicated staff and an engaged Executive Board of Trustees to foster a team of passionate professionals. Together, they share a commitment to creating long-term opportunity through safe, stable, and affordable housing.
