Meet Our Team

Strong leadership is at the core of HDC’s continued impact in Bergen County.

Executive Director Joseph Rutch is a seasoned public‑sector executive with more than forty years of experience in municipal, county, and housing‑related governance in New Jersey. He has served in senior leadership roles including Borough Administrator, Chief Financial Officer, Executive Director, and Director of Community Development, with extensive responsibility for organizational management, fiscal oversight, redevelopment initiatives, and regulatory compliance. His career reflects deep expertise in public finance, community development, and housing policy, along with a longstanding commitment to sound governance and community‑focused redevelopment.
